Harley counters squishy heroes with poor mobility, such as Cecilion and Ixia, since he can deal burst damage while being on the move.

"Harley has insanely fast farming speed which lets him snowball through the early game. And most importantly, he has the one-shot potential."
He returned to meta during M7 (Tienzi, Aurora Gaming pick) and is now picked nearly every game in MPL PH/ID. In a meta dominated by mid-prio mages and marksmen, Harley is the perfect counter — he goes in, deletes the backline, and exits before they react.
"Always rush Genius Wand. The 45-magic-damage component gives the most early-game power spike."
L1: blue buff side. Lock-onto the bigger buff with smart targeting. Don't contest the enemy's buff if you can't 1v1 their roamer/jungler.
"Save Retribution for Lethal now — it's so common to invade in this patch that you should retain Retribution rather than burning it on your own buffs."
"On Harley, ALWAYS stay hidden during turtle. If you show yourself on the map, the XP laner (Yu Zhong, Lapu, Sora) auto-rotates to zone you. They win turtle for free."
Concrete options pre-turtle:
NEVER show yourself committed to turtle alone — you're squishy and any zoner wins the duel.
"With Harley you have to calculate things more, position better, focus the backline. Don't go up front."
Recurring autopilot mistake (Desz's own VOD): jumping on whoever's in front. The correct play is position to flank the enemy carry, dash in, S1 → BA stack → ult slow → reposition out.
"Never recall too early when you're winning. Never celebrate. Lock in. The enemy can comeback if they're given even one greedy moment."
Concrete tells of an enemy team that's about to throw their lead:
When you see this → wait, farm, wait for their throw, then collapse.
Ling nerfed — reversing his 2.1.86 buff. S2 cooldown is no longer a flat 2s at every level (now starts 2.5s) and energy cost 30 → 35. Last week's "Ling is finally good" buff is being walked back before it ever shipped live.

+13Paquito (buff) — basic-attack damage penalty removed, enhanced skills hit minions, damage reduction on enhanced cast. Skilled Paquito gets scary again.

+1Yin's ultimate can no longer be interrupted by CC (except suppression). S1 auto-lock removed, cooldown slashed to ~1.5s after the skill ends, slow cut 75% → 40%. Burst-assassin → sustained-fighter pivot.

+14Skill 1 damage per card reduced (Kazuki: 130-210 down to 120-180), aimed at mid-game burst and snowball potential. Still able to delete squishies but needs better timing or more items.
